An interesting fact to know: Focus magazine №562 classified IT sphere in Ukraine into so-called pseudostate. Virtual republic of ‘black’ IT professionals ended up in one row with People’s Republic of Amber, People's Republic of Lumberjacks, Fish Poaching People’s Republic and People’ Republic of Black Fossils.
The basis of economy is production of software, computer graphics and design.
Particularities. IT supposes work for large Western and Chinese companies. It is possible that volume of its market exceeds all ‘budgets’ of previous participants of TOP 5, taken together. It is the only one Republic that does not harm nature.
Possible ways of struggle. Ways of struggle are not developed. Experts say only about tracing sadness, that dominates in this business and its binding to tax residents of Ukraine. They admit, though, that there is no concrete methodology developed.
The journal classified above-mentioned republics to shadow ones, because: ‘there are also other shadow, territorial structures, that harm our statehood not less. At least by the fact that a country does not get crucially important financing, squeezing out what the last left from citizens, angering them...
What to say… for me, as for an IT professional, to hear such absurdity is quite fun. The author of the article most probably alludes to the fact that IT sphere holds its companies abroad and transfers salaries to its employees to the accounts of private entrepreneurs, that leads to the fact that a country does not get all corresponding income taxes and can not resolve this situation.
But all the provided examples are still different. From five provided examples, four run illegal business activity: amber mining, deforestation, industrial overfishing, сoal mining (illegal activities are mentioned in the framework of the article; as well as there exist legal activity of that kind.)
What is so illegal in design and software development? Actually, nothing, no any laws are not violated by IT companies. All companies act within legal framework. If the arguments applied to comment the situation with natural resources are perfectly correct, as the bowels of the state ground belong to all citizens. Each own brain one can sell whatever he wants.
Some citizens start to say that they actually work, but because of such a scheme a state does not get taxes, that are imposed on them. In return, should authors of the article put their questions to the state, asking why people are ready to sacrifice uncertain pension, uncertain allowance and security for a high salary?
Maybe the problem is in some other reasons?
Maybe, it is time to reduce taxes to understandable 10% in equivalent to de facto received rewards that citizens get for their paid taxes (it equals today, if I am not mistaken, approximately 55 % - everyone can calculate how many ‘rewards’ he gets in exchange to these 55%); to return сonfidence of citizens who will witness for what needs those 10% of salary are spent and maybe then there will be a shift in the culture of taxes payment by citizens? But no, it can hardly be our way...
